Title I-Improving Basic Programs Operated by State and Local Educational Agencies

All Clinton City Schools (CCS) K-8 schools are Title I.  Title I is the largest single federal education program. Title I provides federal funding for high-poverty schools to help students who are behind academically and at risk of falling behind.  Services can include hiring teachers and paraprofessionals, tutoring, purchase of instructional equipment, materials and supplies, parent and family engagement opportunities, professional development, and pre-kindergarten programs.   The purpose of this title is to ensure that all children have a fair, equal, and significant opportunity to obtain high-quality education and reach, at a minimum, proficiency on challenging State academic achievement standards and state academic assessments.  This is accomplished by:

1.  Ensuring that high-quality academic assessments, accountability systems, teacher preparation
     and training, curriculum, and instructional materials are aligned with challenging State
     academic standards so that students, teachers, parents, and administrators can measure
     progress against common expectations for student academic achievement.  

2.  Meeting the educational needs of low-achieving children in our Nation's highest-poverty
     schools, limited English proficient children, migratory children, children with disabilities,
     Indian children, neglected or delinquent children, and young children in need of reading
     assistance.

3.  Closing the achievement gap between high and low performing children, especially the
     achievement gaps between minority and non-minority students, and between disadvantaged
     children and their more advantage peers.

4.  Holding schools, local educational agencies, and States accountable for improving the
     academic achievement of all students, and identifying and turning around low-performing
     schools that have failed to provide high quality education to their students, while providing
     alternatives to students in such schools to enable the students to receive a high-quality
     education.  

5.  Distributing and targeting resources sufficiently to make a difference to local education
     agencies and schools where needs are greatest.  

Title II-Preparing, Training, and Recruiting High-Quality Teachers, Principals, or Other School Leaders

The purpose of this Title is to provide grants to State educational agencies and sub-grants to local educational agencies to:

1.  Increase student achievement consistent with the challenging State academic standards

2.  Improve the quality and effectiveness of teachers, principals, and other school leaders

3.  Increase the number of teachers, principals, and other school leaders who are effective in
     improving student academic achievement in schools 

4.  Provide low-income and minority students greater access to effective teachers, principals, and
     other school leaders.  

Title III-Language Instruction for English Learners and Immigrant Students

The purpose of of this part are:

1.  To help ensure that English Learners, including immigrant children and youth, attain English
     proficiency and develop high levels of academic achievement in English

2.  To assist all English learners, including immigrant children and youth, to achieve at high levels
     in academic subjects so that all English learners can meet the same challenging State
     academic standards that all children are expected to meet

3.  To assist teachers (including preschool teachers), principals and other school leaders, State
     educational agencies, local educational agencies, and schools in establishing, implementing,
     and sustaining effective language instruction educational programs designed to assist in
     teaching English learners, including immigrant children and youth

4.  To assist teachers (including preschool teachers), principals and other school leaders, State
     educational agencies, and local educational agencies to develop and enhance their capacity to
     provide effective instructional programs designed to prepare English learners, including
     immigrant children and youth, to enter all-English instructional settings

5.  To promote parental, family, and community participation in language instruction educational
     programs for the parents, families, and communities of English learners

Title IV-21st Century Schools

The purpose of this subpart is to improve students' academic achievement by increasing the capacity of States, local educational agencies, schools, and local communities to:

1.  Provide all students with access to a well-rounded education

2.  Improve school conditions for student learning 

3.  Improve the use of technology in order to improve the academic achievement and digital
     literacy of all students.  

Title VI-Indian, Native Hawaiian, and Alaska Native Education

Clinton City Schools receives Title VI funds.The mission of the Office of Indian Education is to support the efforts of local educational agencies, Indian tribes and organizations, post secondary institutions, and other entities to meet the unique cultural, language, and educational needs of such students; and ensure that all students meet the challenging State academic standards.

These funds are used to support the schools, Indian tribes and organizations, post-secondary institutions and other entities to meet the unique educational and culturally related academic needs of American Indian and Alaska Native students, so that such students can meet the same challenging state student academic achievement standards as all other students are expected to meet.

Title IX-Part A:  Homeless Children and Youths

Each State educational agency shall ensure that each child of a homeless individual and each homeless youth has equal access to same free, appropriate public education, including a public preschool education, as provided to other children and youths.  Homelessness alone is not sufficient reason to separate students from the mainstream school environment.  Homeless children and youths should have access to the education and other services that such children and youths need to ensure that such children and youths have an opportunity to meet the same challenging State student academic achievement standards to which all students are held.  
This Act protects all students who do not have a fixed, regular and adequate residence, such as students living in the following situations:

  • Doubled-up or sharing the housing with others due to an economic hardship
  • Runaway/homeless youth shelters (even if parents invite the youth home)
  • Hotels or motels
  • Shelters, including domestic violence shelters
  • Transitional housing shelters
  • Cars, abandoned buildings parks, the streets or other public spaces
  • Campgrounds or inadequate trailer homes
  • Abandoned in a hospital
  • Other

States should require local educational agencies and schools to report and and all information regarding allegations of sexual misconduct to law enforcement and other appropriate authorities.
